JoAnn Fleming has been a leader in the constitutional conservative movement for over 30 years. She serves as the Executive Director of Grassroots America – We the People PAC, the largest all-volunteer constitutional conservative organization in Texas. JoAnn has also served as a self-term-limited Smith County Commissioner and is an unpaid political advisor at local, state, and federal levels.
JoAnn has been a key figure in Texas politics, serving as Chair of the Citizen Advisory Board to the Texas Legislature’s Tea Party Caucus for three legislative sessions. She was appointed by Lt. Gov. Dan Patrick to chair his 84th Legislative Session Grassroots Advisory Board, a role she later resigned from to maintain the integrity of the grassroots movement.
An original member of the #CruzCrew, JoAnn played a pivotal role in Ted Cruz’s U.S. Senate victory and served as his Texas Tea Party Chair for the 2016 Presidential Campaign. She has also been a Women for Trump leader, organizing Texas events for President Trump and volunteering as a national strategic policy consultant.
Since 2009, JoAnn has been instrumental in educating Texans about the legislative process and the need for conservative reforms. She has led various statewide initiatives, including the “Protect Your Vote Texas” tour and the Texas Conservative Mamas Truth Tour, aimed at spotlighting legislative failures despite a Republican majority.
For the past nine years, JoAnn has led the Texas Conservative Grassroots Coalition, which has grown more than 2000% since its inception. The coalition aims to unite conservative independents and Republicans around first liberty principles.
JoAnn is a sought-after public speaker and a local government subject matter expert, having served on over twenty-two local government boards, task forces, and committees. She holds a degree in Business Administration from the University of Southern Mississippi and has a professional background in Oil and Gas Accounting/Field Operations and small business consulting.
A native Texan born in Killeen, JoAnn has been married for 44 years and has one son. Her Christian faith drives her volunteer activism, and she believes in being a faithful steward of liberty.
